City of Oakland’s Economic Development Action Plan

The City of Oakland has unveiled a comprehensive five-year Economic Development Action Plan (EDAP) aimed at stabilizing the economy and promoting inclusive growth across all neighborhoods. The plan focuses on attracting and growing key sectors, including healthcare, transportation, logistics, technology, and creative industries, while centering racial equity to close persistent income and business ownership gaps.

Neighborhood Business Assistance Program

For personalized support, the Neighborhood Business Assistance Program offers free consultations and resources for small business owners and entrepreneurs. Services include guidance on loans and grants, technical support, navigation through the city’s permitting process, and assistance with various business challenges. In-person consultations are available at multiple neighborhood locations throughout Oakland.

Immigrant Micro-Business Support Program

Recognizing the contributions of immigrant entrepreneurs, the City of Oakland’s Economic and Workforce Development Department has partnered with The Unity Council and Feed the Hunger Fund to provide targeted support. Centro Community Partners

Centro Community Partners offers entrepreneurship education, enterprise development, and financial literacy training for low-to-moderate income and under-resourced entrepreneurs. Their Centro Capital Hub assists entrepreneurs in accessing capital through interest-free loans and small business loans, supporting the growth and sustainability of local businesses.

Oakland African American Chamber of Commerce (OAACC)
